The International Court of Justice is the principal judicial body of the United Nations, it deals with legal disputes between nations and advises them on legal questions referred to by authorized UN organs and specialized agencies in accordance with international law. The Arbitration Court (PCA), the first permanent institution established for the purpose of settling international disputes, was created by the 1899 Hague Peace Conference. Initiated by the Russian Caesar Nicholas II, the conference included all the major powers in the world, as with many smaller states, as a result of the first multilateral treaties relating to the conduct of war. Among these was the Convention for the Pacific Settlement of International Disputes, which sets out the institutional and procedural framework for arbitral proceedings that would take place in The Hague, Netherlands.
